At a meeting of the House Appropriations Committee, members advanced a package of four health-insurance bills and unanimously approved House Bill 369 and House Resolution 130, referring all measures to the full House.
The committee executive director provided an overview of the items on the agenda. The staff summary said, "House Bill 369 amends Title 68, Real and Personal Property, section 2103 (definitions) by changing the definition of 'a land bank jurisdiction' by removing language that relates to the population of a municipality and adding optional plan and optional charter municipalities to the definition." The overview continued with summaries of four health-related measures: House Bill 404 would allow parents' health insurance policies to cover dependent children up to age 26; House Bill 535 would prohibit health insurers from imposing annual and lifetime dollar limits on core benefits; House Bill 618 would prohibit insurers from opposing rules for initial or continued eligibility for individuals with preexisting conditions; and House Bill 755 would require coverage of preventive services without cost-sharing for enrollees.
Representative Webster moved to call up House Bills 404, 535, 618 and 755 as a package; Representative Mullins seconded the motion. The committee conducted a roll-call vote. According to the roll call recorded in the meeting, multiple members were recorded in the affirmative while others were recorded in the negative; the chair summarized, "All of the Democrats will be recorded in the affirmative." The clerk announced, "the ayes have it; 404, 535, 618, and 755 will be rereported to the floor." The committee did not hold substantive debate on the bills during the meeting.
Representative Waxman moved to call up House Resolution 130, seconded by Representative Mullins. The committee chair said there would be no negative votes and the resolution "will pass unanimously." Representative Salisbury called up House Bill 369, seconded by Representative Young; there was no discussion and the bill was likewise reported to the floor unanimously.
No amendments or substantive floor debate on these items were recorded in the committee meeting. The chair closed the meeting after the reported actions.
Ending: The committee adjourned after referring the measures to the floor.
