The Garden City Commission on March 18 ratified a draft strategic goals-and-objectives plan for fiscal 2025–26 and directed staff to include items that had scored 1.5 and above in a recent prioritization exercise.
Staff summarized the prioritized list developed at a multi-day commission retreat and explained the scoring method: commissioners assigned "dots" in three rounds with decreasing point weights. The draft plan published to the commission included items scoring 2.0 or higher; during the meeting commissioners asked to expand the threshold to include items scoring 1.5 and greater so several previously discussed priorities would be reflected in next year’s work plan and budget guidance.
Commissioners said several of the lower-scoring items—continuing partnerships with Garden City Community College trades programs, collaborating between Recreation and the Sports of the World programs, and public-works campus items—already align with ongoing staff efforts and should be included for continuity.
Staff will use the approved goals to prepare departmental budget requests and the city manager's proposed 2026 budget. The commission approved the strategic goals package as amended by a motion to include items scoring 1.5 and above.
The action was recorded by voice vote; staff will return with actionable steps for any items newly added to the plan.
