Votes at a glance: Fredericksburg council approves appointments, fees, contract payments and equipment purchases

At its February meeting, the Fredericksburg City Council approved a slate of routine and substantive items spanning redevelopment appointments, housing support, municipal fees, capital equipment and an initial parks project endorsement.

Key votes recorded at the meeting included appointments and procedural changes to the Market Square Redevelopment Commission; council support for an application to rehabilitate the Fredericksburg Senior Apartments with a request to waive $250 in development fees; an ordinance updating green fees at Lady Bird Johnson Municipal Golf Course; correction of ownership information in an annexation agreement for 97 Hitchin Post Trail; approval of a final invoice to SKT Architects for visitor center design documents; acceptance of a contract to build out a brush truck for the volunteer fire department; authorization to replace a totaled police pursuit vehicle; and appointment of an alternate municipal court judge.

Highlights and outcomes

- Market Square Redevelopment Commission: Council approved Resolution 25-03 amending procedural rules (broadening residency eligibility to Gillespie County and adding an attendance requirement) and appointed commission members Jim Mikula, Don Weinheimer and Heather McCarver. Motion passed by voice vote.

- Fredericksburg Senior Apartments: Council approved a resolution supporting MacRe LLC/Emory Real Estate’s application to the housing tax credit program for rehabilitation of the Fredericksburg Senior Apartments at 591 E. Highway Street. Presenter Robbie Meyer said the rehabilitation is not new construction, estimated a roughly $2,800,000 construction budget and said the project provides rental assistance for 42 of 48 units. Council also approved a request to waive $250 in development fees tied to the application. Motion passed by voice vote.

- Lady Bird Johnson Municipal Golf Course fees: Council adopted Ordinance 25-03 amending the fee schedule (roughly $2–$3 increases on green fees and related charges) to help Touchstone, the course operator, cover higher materials and labor costs. Staff noted the course set revenue records but did not provide exact revenue figures at the meeting.

- Annexation agreement correction: Council adopted Ordinance 25-04 to amend the annexation agreement for property at 97 Hitchin Post Trail to correct ownership/developer name; no other terms changed. Motion passed.

- SKT Architects invoice for visitor center design: Council approved payment of a remaining invoice (~$128,000) to SKT Architects for completed construction documents for a possible future Visitor Information Center expansion. Staff said the plans are now complete and available should the city or the Fredericksburg Convention & Visitors Bureau pursue construction; paying the invoice will reduce the tourism fund reserve.

- Brush truck build-out: The council approved a $93,007.13 contract with Westex to build the tank, pump and bed for a brush truck on a chassis already purchased by the Fredericksburg Volunteer Fire Department. The city budgeted $75,000; volunteers committed to contribute the remaining $18,713.

- Police pursuit vehicle replacement: Council approved purchase of a replacement 2025 Chevrolet Tahoe patrol vehicle at $53,922; insurance proceeds for the totaled vehicle are expected to be about $48,000, leaving an estimated city outlay of $5,920 after the insurance payment and deductible.

- Appointment of alternate municipal court judge: Council appointed Ilsa (Elsa/Ilse spelled in meeting as 'Ilsa') Bailey as an alternate municipal court judge effective immediately.

Several routine items also passed on the consent agenda, including approval of special council minutes from Jan. 16.

Where discussion occurred, council asked staff to confirm insurance, maintenance and budget impacts (notably for the SKT invoice and the Turner Hall project), and staff said it would report back with details as required.
