At the March 24 budget workshop the Auburn City Council agreed to move a vendor-managed automated solid-waste and recycling cart program into the FY26 baseline discussion.
City staff described a vendor proposal in which the contractor would procure, deliver and manage the carts over a five-year contract. Staff told the council the vendor model was likely less costly overall than the city purchasing, storing and maintaining carts itself; the vendor plan spreads capital procurement and management over the contract term.
Councilors raised operational concerns about adoption rates and extras. Staff noted the line-item estimate assumes one waste cart at each pickup location and a separate recycling cart only at stops that adopt recycling. Using a 35% assumed adoption rate for recycling yields an illustrative count of about 183 recycling carts for budgeting; staff said the vendor would build the capital costs into its five-year price and include an annual management element that would escalate slightly each year.
Councilors also asked how the city would handle replacements, multiple carts at a property and holiday surges. Staff said the vendor contract would set turnover and replacement margins and manage replacements and new customers; if the city self-procured carts it would need vehicles, staff and storage to manage the program.
There was no formal roll-call vote; the council signaled consensus to add the vendor-managed cart program into the FY26 baseline for further discussion and prioritization.
