Parks: Devon pool toddler feature, Sunny 95 tennis resurfacing and Fancenberg master-plan work on 2025 timetable

Parks and Recreation Superintendent Jeff Anderson told City Council on March 3 that the department’s largest construction items for 2025 are the Devon pool toddler feature replacement and a Sunny 95 tennis-court resurfacing; both projects aim to improve accessibility and bring facilities up to contemporary standards.
Anderson said the Devon work will replace the existing toddler pool within the current footprint, add a 0‑entry feature and new spray elements, and upgrade decking and safety features. “We are working on the construction drawings right now, looking at an April–May bid with that,” Anderson said, adding the goal of mobilizing a contractor so work can begin after pool season.
Sunny 95’s courts are planned for resurfacing, a new color coat and restriping to support both tennis and pickleball. Anderson said staff is watching the optimal bidding window and hopes to bid in May–June for summer construction, but could alter timing if bid responses are unfavorable.
Anderson described near-term design work on the Fancenberg master plan; the design team will refine concepts and staff expects another round of public engagement in April–May with an updated plan presented to council before the June recess. The Fancenberg service yard relocation to the Hanley property is planned as an early implementation project to enable the rest of the master plan.
Other 2025 park work includes design for North and East athletic-field upgrades (grading, irrigation, underdrain improvements to match standards on the West fields) and replacement of two pedestrian bridges in Miller Park and Smith Nature Park identified as top priorities in a condition evaluation. Anderson said the department aims to begin design this summer and bid those 2026-funded projects later this year.
Anderson reported that the community center (construction ongoing) remains the department’s top priority for current work; subsequent projects will follow as the center nears completion. He also reiterated coordination with engineering staff on waterline planning that intersects parks work.
Ending: Anderson said the parks team will return with refined designs and public-engagement plans for the Fancenberg master plan and will seek bidders for the Devon toddler pool and other projects on schedules intended to maximize contractor availability and minimize impacts to active seasons.
