Council was asked to waive formal procurement and approve the direct purchase; the motion passed on roll call with all members voting yes: Mayor Wright — Yes; Mr. Washburn — Yes; Dr. Coombs — Yes; Mr. Grimes — Yes; Vice Chair Reemschneider — Yes; Mr. Glasgow — Yes; Chairman Hyatt — Yes.
Councilmember Reemschneider and others noted the supplier's commitment to workforce diversity mentioned by a councilmember who attended a trade conference; staff confirmed the purchase would be funded from the electric utility capital budget and that supply‑chain timing motivated the procurement approach.
