The Strongsville City Council on Feb. 18 adopted a package of ordinances and resolutions covering stormwater rules, service contracts and public-safety equipment and entered conditional objections to two liquor-permit applications.
The most consequential measures enacted were two stormwater-related ordinances (No. 2025015 and No. 2025016) amending parts of the city's Codified Ordinances on stormwater discharge prohibitions and design criteria; both were suspended and adopted as emergency ordinances on unanimous roll call. Council also approved resolutions authorizing the mayor to advertise for bids for ready-mixed concrete (Resolution No. 202517), street paint striping (Resolution No. 202518) and street sweeping services for 2025'026 (Resolution No. 202519); each measure was suspended and adopted by unanimous vote.
On public safety, council passed Ordinance No. 2025020, authorizing the mayor to contract with Utility Associates Inc. to purchase body-worn cameras, in-car video systems and related software without bidding under a state-term contract; the administration stated the cost is approximately $110,000 per year for five years and that the city obtained pricing below the state term contract. Council also approved Ordinance No. 2025021, authorizing the filing of an application with the Ohio Department of Public Safety for EMS Priority 1 and supplemental grant funding; council authorized acceptance of any awarded funds. Both measures passed on unanimous roll calls.
Council placed Ordinance No. 2025011 (amending the composition of the Architectural Review Board) on third reading and set a public hearing for April 7, 2025; no final action on adoption occurred at this meeting.
During the communications portion, council voted to enter conditional objections to two liquor-permit applications: TRFO-D5I for BDB Other States LLC (doing business as Buka De Pepo) at 16677 South Park Center, and a permanent A-1 permit for Ohio Springs Inc. (d/b/a Sheets convenience store) at 9037 Pearl Road. The motion stated the objections were based on lack of compliance with the city's building, health and safety codes and directed the clerk to withdraw the objection in Columbus if and when the building department confirms compliance. Both conditional-objection motions were approved unanimously.
Votes were moved most often by Councilmember Carbone and seconded by Councilmember Kaminski; roll-call results recorded all affirmative votes for the adopted items. Finance Director Dean certified availability of funds for ordinances requiring certification, and the law director said all ordinances and resolutions were in proper legal form prior to votes.
Council members who participated in votes and roll calls (as recorded in the meeting): President Short; Councilmembers Carbone, Kaminski, Clark, Spring, Kozick (listed in the record as Kozak/Kosick), Roff and Roth. All adopted measures recorded unanimous affirmative votes in the meeting transcript.
What happens next: the city will advertise bids where authorized, execute the contract for cameras with Utility Associates once procurement steps are complete, and the building department will inspect the two businesses named in the conditional liquor objections; the objections will be withdrawn if the applicants demonstrate compliance.
