Council awards $17.8 million Stroh Road widening contract; work to begin this spring

The Parker Town Council on March 24 voted unanimously to award the construction contract for the Stroh Road widening project (CIP 23‑003) to F and F Construction Inc. in the amount of $17,797,112.71.
Project manager Nathan Class summarized the work: widening Stroh Road to add through lanes, constructing a bridge over Cherry Creek, extending J. Morgan Boulevard to the south and installing a signalized intersection at J. Morgan and Stroh. Class said the existing pavement along the corridor is beyond its design life and that combining the J. Morgan extension work with Stroh widening offers efficiencies.
The town publicly bid the project and received six responsive bids ranging from approximately $17 million to $27 million; staff recommended the lowest responsible bidder, F and F Construction Inc. Class said the company is a local, reputable contractor with similar local experience. Class recommended a notice to proceed this spring with construction substantially complete in fall 2026.
Class and council discussed cost sharing: Parker Water and Sanitation District will reimburse roughly $450,000 for the installation of an effluent water line as documented in a previously executed IGA, and adjacent developers (identified in staff comments) will contribute for portions of the widening related to their projects. Staff said funds were available in the 2025 Highway and Streets Capital Project Fund to cover the contract and that reimbursements will reduce the town’s net cost.
Motion and vote: Council member Dyack moved to approve the staff recommendation and award the contract to F and F Construction Inc.; Wilkes seconded. The council approved the contract award unanimously (Hendricks — yes; Barrington — yes; Wilkes — yes; Dyack — yes; Franzen — yes; Hefta — yes).
Class said the town will present a construction‑management contract for council consideration at a subsequent meeting and will coordinate schedules and reimbursements with Parker Water and the participating developers. The project schedule sets a notice to proceed in March or April 2025 and substantial completion in fall 2026.
