Council approves annexation of Stroh Road and J. Morgan Boulevard right‑of‑way to enable road projects

The Parker Town Council on March 24 approved a resolution and an ordinance to annex unplatted right‑of‑way identified as the Stroh Road and J. Morgan Boulevard property into the town boundary.
Planner Bryce Matthews and project manager Nathan Class presented the proposal and explained that the 3.1‑acre tract (purchased in February 2017) is contiguous to Parker, falls within the municipal planning area and is identified in the town’s three‑mile plan and Parker 2035 master plan as a candidate for annexation. The property is currently zoned A‑1 (agricultural) in unincorporated Douglas County; staff said a concurrent zoning action was not required because the town intends to use the land for public right‑of‑way.
Class said annexing the parcel will support planned capital projects — widening Stroh Road and extending J. Morgan Boulevard south of Stroh — and will clarify responsibility for ownership, maintenance and operation of the future right‑of‑way. Staff reported that public notice requirements were met and that the annexation petition satisfied municipal code and charter criteria for eligibility.
Council members asked whether annexation would create additional town expense and whether adjacent property owners had been notified. Town staff said the annexation itself imposes no immediate expense; future construction and maintenance costs relate to the road projects, and Parker Water and other partners will reimburse or share certain costs. Staff confirmed adjacent property owners were notified and that representatives of Creekside Equestrian were present and had no objection.
Motion and votes: Council member Hendricks moved to approve Resolution 225‑008 (finding of eligibility); Barrington seconded. Council approved the resolution unanimously. The council then moved to adopt Ordinance 2.285 on second reading to finalize the annexation; the ordinance also passed unanimously (Hendricks — yes; Barrington — yes; Wilkes — yes; Dyack — yes; Franzen — yes; Hefta — yes).
The annexation brings the right‑of‑way into municipal jurisdiction to support the subsequent capital work on Stroh Road and the southern extension of J. Morgan Boulevard.
