Gahanna advances sidewalk program changes and recommends Decker Construction for 2025 street work
Summary

City staff told the Committee of the Whole on March 24 that several related street and sidewalk items will move forward for council consideration, including a contract recommendation for the 2025 street maintenance program and amendments to the sidewalk program lists for 2025 and 2026.
Shaw Road lot split: staff introduced a separate engineering item about 4,720 Shaw Road that proposes a lot split and requires an additional 5 feet of right-of-way on the west side to meet the city’s 25-foot-from-centerline standard. The item was presented for first reading and scheduling; council had no substantive questions and staff confirmed placement on the April schedule.
Sidewalk program changes and scheduling: staff said the 2025 sidewalk program will remove Moorefield and add Beaver Brook because water-line work on adjacent streets is anticipated in 2027. Staff described the 2026 sidewalk program and the 2026 “look back” program (to address sidewalks tied to prior mill-and-overlay projects from 2021–2023). Staff also explained the communication and appeals timeline: residents in the 2026 program will be notified in 2025 so they have time to hire contractors or appeal areas they believe meet PROWAG compliance.
2025 street maintenance contract: staff recommended awarding the 2025 street and sidewalk maintenance contract to Decker Construction. The recommendation also includes alternatives for pavement marking and resurfacing of Cherry near West Johnston Road. When council asked about labor standards, staff said the contractor will follow Ohio prevailing-wage rules.
Windridge Boulevard reconstruction: staff said the city is participating with ODOT on reconstruction; bids are expected in April and the earliest construction start would be July, subject to contractor schedules.
Why it matters: these are annual infrastructure programs that determine where mill-and-overlay, sidewalk replacement and resurfacing occur; they affect residents’ drive access, contractor opportunities and short-term traffic impacts during construction.
Council action: council agreed to place the items on the April 7 first-reading and the April 20 consent calendars. Staff said more detailed permitting and resident-notification plans will be provided as schedules firm up.
