Board reviews electronic payments policy (6108/6108.01) and approves a package of policy updates including restroom signage and religious-instruction language

At the March 17 meeting Orange City SD board members reviewed a first reading of proposed policy 6108 and 6108.01 governing ACH, wire and other electronic payment protocols and voted to adopt a batch of other policy revisions in item 9b.

District staff said Neola, the policy service provider, recommended placing the district's procedural material on ACH and electronic transfers under policy 6108 and that the board had not previously adopted 6108 in the district's own format. The proposed 6108/6108.01 draft includes step-by-step verification procedures and references specific verification systems used by the treasurer's office.

Why it matters: Policy 6108 would set the district's formal authorization and verification requirements for electronic transfers and wire payments, which affects internal controls and auditability for large-value transactions.

Discussion and concerns Board members expressed two related concerns: that the draft is unusually prescriptive for a board policy (it reads like operational procedure) and that naming particular verification systems could require the board to revisit the policy each time technology changes. One board member asked whether the document should instead state the verification outcomes and allow the treasurer flexibility on specific tools. District staff responded that the draft reflected recommendations from the treasurer's office and, in part, guidance from the auditor of state.

At the same meeting the board approved the set of policies listed under item 9b. Those adopted or revised policies include language about single-gender classes and activities, restroom designation guidance for single-occupancy restrooms, and a change in the release-time policy for religious instruction from permissive ("may") language to mandatory ("shall") language to reflect current state statutory direction. Board members clarified that the religious-instruction change reflects existing state requirements and asked staff to confirm the policy's singular/plural phrasing (the draft uses the singular "day" in several places).

Next steps - 6108 and 6108.01 were put on first reading so the board can consider edits before final adoption. Staff agreed to incorporate board feedback and to return a revised 6108 in the board's orange formatting. - Board members were invited to submit suggested language changes before the next meeting; the policy committee will consider them.
