Anthony Rapp, the district’s director of business administration, told the finance committee that the Middle Bucks Institute of Technology (MBIT) budget and a late reconciliation reduced Council Rock’s estimated MBIT educational payment for 2025–26.
Rapp said Council Rock’s share of MBIT’s education portion was calculated at about $2,257,427 on the MBIT printout he reviewed; his earlier estimate that included capital costs was higher. He explained MBIT budgets by averaging recent enrollment but reconciles charges two years later, which has created variability in the district’s historical MBIT payments.
Rapp said MBIT plans to add a new teacher in the electrical program. He and board members said the program typically adds roughly 20 students initially and may grow further, which would increase MBIT’s enrollment and the district’s proportional share. Rapp estimated Council Rock’s share of MBIT’s total cost at about 19–19.8% in recent years.
Board members welcomed closer, ongoing communication with MBIT staff and noted that MBIT’s new business manager and MBIT superintendent Dr. Covell have increased monthly coordination with district business officers, improving budget accuracy.
