County commissioners reviewed a survey of departmental HR needs and directed staff to pursue proposals for outsourced human-resources support tailored to county offices.
The summary presented to the board listed priorities identified by department heads: FMLA administration, onboarding and hiring support, and assistance with corrective-action processes. The survey indicated strong demand for FMLA help and onboarding guidance; the presenter said roughly 93% of responding offices flagged FMLA as a need. Commissioners and staff agreed a full-time, on-site HR person had drawbacks in the past — chiefly perceived lack of neutrality — and that an outside provider offering remote and on-call services with a clear single point of contact might be preferable.
Commissioners discussed Zelle (a provider previously mentioned to the board) and the option of an “a la carte” contract that would let offices buy services they need without a permanent on-site HR hire. Topics for a potential contract include FMLA administration, onboarding templates and training, guidance on corrective action, and a single liaison who can triage calls and provide timely advice rather than routing requests through busy county staff.
No contract was approved. Commissioners asked staff to continue discussions with prospective HR vendors and to invite proposals or a demonstration so the board can consider a formal engagement in the coming months.
