A councilor said a constituent was charged for extra bags because the lid on the can was not closed. The resident asked the city to resend a letter explicitly stating that bags must be placed inside containers and lids closed. City public works staff said the city sends an annual driver schedule and door flyers listing double-run days and rules; they also said one version of a mailer with a QR code was used at the prior mayor’s request and that staff have 1,800 copies of an earlier-format mailer available to re-send.
Councilors asked whether all collection trucks have hydraulic lifts; staff said only the newer trucks have lifts and crews do not always use them because crews prioritize collection speed on heavy routes. “Some people generate two bags of garbage… and the guys are trying to move as quickly as they can, and that's why we don't always use it,” a staff member said.
Staff agreed to resend clearer written guidance about container and lid requirements and to prepare a mailer that explicitly states the rules around double-run days and bag placement. No formal policy changes were adopted during the session.
