The City of Oshkosh Plan Commission voted unanimously (7-0) to approve a SIP amendment to permit an ambulatory surgery center at 2130 South Washburn Street, with conditions and requirements to be addressed in final site-plan review.
Staff described the site as a 3.09-acre parcel zoned suburban mixed use with an existing plan development overlay, and said the applicant proposes to demolish interior vacant suites and convert the space to an ambulatory surgery center with associated parking modifications. Staff reported the project would remove 328 square feet of landscaped area and 16 parking spaces; code requires one parking space per 300 square feet of gross floor area for personal or professional service uses, which staff calculated as a minimum requirement of 57 spaces and said the remaining 96 on-site spaces would meet that requirement.
The SIP amendment also shows a refuse enclosure on the west side of the lot to be constructed of concrete masonry unit block with a smooth finished stucco exterior to match the principal building. Staff noted a photometric plan was submitted but did not show lighting at property lines and that any missing items will be addressed in the broader site-plan review. Staff recommended approval of the SIP amendment subject to the findings and conditions in the staff report.
A commissioner asked whether the ambulatory surgery center is associated with a hospital or health organization; planning staff replied, “I believe it's with, the the current use. So the New Vision is who is at the site currently,” and the commission recorded no public opposition. The motion to adopt staff findings and recommendations passed unanimously on a roll call.
Next steps include final site-plan review to confirm lighting at property lines, finalize signage and ensure relocated and new plantings meet landscaping requirements.
