The City of Oshkosh Plan Commission voted 7-0 to approve a zone change to add a plan development overlay and the applicant’s general development plan for an outdoor storage area at 2750 Vinland Street.
The approved overlay allows flexibility in the heavy industrial district so the applicant can construct an approximately 3-acre gravel outdoor storage area behind the easternmost building on the 38-acre parcel. Planning staff told the commission the overlay “will serve to accommodate future development needs for the site and it will also provide further review, for compatibility with neighboring residential properties.”
Staff described required elements that remain to be reviewed through a subsequent Site Implementation Plan (SIP) and site-plan review: a photometric lighting plan, sign renderings, yard and buffer landscaping, and stormwater measures that must comply with Municipal Code Chapter 14. The applicant proposes an 8-foot, roughly 90% opaque fence along the south side of the storage area to meet screening requirements where the site abuts residentially zoned property, and a 6-foot chain-link fence along the east side; staff said the chain-link fence will require a base-standard modification (BSM) to be addressed in the SIP. The applicant also proposes a 105-foot buffer along the east property line, including a 6- to 7-foot berm; staff noted that code requires landscape-point calculations (30 landscaping points per 1,000 square feet of gross floor area for the outdoor storage) and that points will be verified during SIP review.
Applicant Joel Erfirth of Mach 4 Engineering said he and the applicant consider the items listed in the staff report as anticipated requirements and described the storage area’s adjacency to a large stormwater pond, which he said provides additional screening. No members of the public spoke on the item. The commission adopted staff findings and conditions as listed in the staff report.
Next steps listed by staff include submittal and review of SIP documents (landscaping, photometrics, signage and stormwater) and any requested BSMs required to demonstrate conformance with screening and buffering standards.
