CDA updates on Makers Row and Kearny Checker; several redevelopment items moved to closed session

The West Allis Community Development Authority on Wednesday provided updates on several redevelopment properties, said Makers Row has changed ownership, and moved into closed session to discuss confidential negotiations on multiple sites.
Patrick, staff member for the authority, told members the Makers Row property has been sold to Robert Monet, who is working with prospective tenants to fill the space. Because some negotiations are confidential, staff said those details would be discussed in closed session.
On the Kearny Checker property, staff described an active marketing campaign: more than 600 emails were sent to members of the Commercial Association of Realtors of Wisconsin, multiple property tours have been conducted, and the authority has had national and regional prospects visit the site. Patrick said a beverage company that operates in seven states toured the property and expressed interest in a tasting room and tours. Staff said the property has been marketed for several years and that some prospects moved on for more economically favorable locations; staff asked for more time to pursue ongoing negotiations.
Patrick also flagged other sites that would be discussed in closed session, including the Port St. Al site at 1405 South 90th Street and the former motor-gassing site at 6500 West Washington Street, saying ongoing negotiations and the need to protect competitive bargaining interests required a closed session under state law. The authority cited Section 19.85(1)(e) of the state statutes at the roll-call motion to close.
A motion to convene the closed session passed on roll call. The roll call record in the public transcript shows affirmative votes by Wayne Clark, Alderman Weigel, Don Naver, Mike Sitter and Richard Bennington; the chair stated the motion passes and the authority entered closed session.
Staff also reported on progress at other redevelopment projects in TIF areas: Union Green (formerly the 6400 block of West Greenfield) is under construction with townhomes underway, and staff said other parcels in TIF 16 show active site work.
The authority will address the discussed items in closed session and return to open session for remaining agenda items.
