Keith County opens RFPs for Lakeview West reconstruction; five firms submitted

Keith County accepted sealed proposals Feb. 26 from multiple engineering firms interested in providing design and consulting services for the reconstruction of Lakeview West road.
Highway Superintendent Thomas Wilbur opened the envelopes at the meeting and confirmed five submissions, including JEO Consulting Group, Dickinson Land Surveyors (with an engineering branch and local presence), Oak Creek Engineering, Midwest Engineering and TCE Engineering. Several firms submitted qualifications rather than price; county staff will review scope, experience and capacity before negotiating fees.
Wilbur and consultant Tony Kraske will score the proposals on a posted metric and return to the commission with a recommendation for contract award. The board voted to direct Wilbur to review proposals with Kraske and bring recommendations back to commissioners.
Dickinson Land Surveyors and Oak Creek representatives spoke briefly during public comment to emphasize local experience and familiarity with county conditions. Oak Creek said it has recent experience with full‑depth stabilization and white‑topping techniques; Dickinson proposed local responsiveness and partnership with other regional firms on geotechnical work.
The board did not award a contract at the meeting; commissioners said they will review scoring and possible negotiations before a contract is executed.
