RDA hears update on city housing study and renewed talks with NeighborWorks for rehab and infill work

Staff updated the Redevelopment Authority on efforts to implement recommendations from the City of Oshkosh housing study, including zoning changes, program adjustments and renewed talks with NeighborWorks (Green Bay affiliate) to support rehab and infill work.
Staff said the city is pursuing easier zoning code changes where feasible (for example, allowing accessory dwelling units, duplexes and parking-code changes) and that the Plan Commission had been supportive in workshop discussions. Staff also said the city is reviewing housing programs to ensure terms and incentives are effective and is exploring creative uses of CDBG and HOME funds to support low-income households.
Staff reported renewed engagement with NeighborWorks of Green Bay to provide capacity for rehabilitation and infill development; the organization previously engaged with Oshkosh more than a decade ago but had limited capacity then. Staff said NeighborWorks is now better positioned and that early conversations are encouraging.
Members asked about the sources of funds for low-income housing and staff said the city has Scattered Sites CIP funds and can use TID increment in particular circumstances; staff noted some TIDs will close over the next decade and the city expects additional resources as districts close. Staff said more specific program design and partner agreements are forthcoming.
