Redevelopment Authority approves sale of vacant lot on West Custer Avenue for $10,000

The Oshkosh Redevelopment Authority on Sept. 21 approved an offer to sell a vacant lot at 0 West Custer Avenue to the adjacent property owner, Steven Dubinsky, for $10,000.
Staff told the authority the parcel was acquired from Winnebago County in 2013 using Community Development Block Grant (CDBG) funds for just under $3,000 and that the site has been vacant for decades. “This site doesn’t have utilities stubbed out to it. There’s no water or sewer or anything like that,” a staff member said during the meeting.
Staff said Dubinsky, who owns the lot immediately to the east, proposed $10,000 and the city assessor’s office judged that price reasonable for a vacant lot without stubbed utilities. Authority members noted that CDBG-acquired parcels must be sold at fair market value when not retained for a low- and moderate-income purpose; staff confirmed the $10,000 figure was chosen with that rule in mind.
The authority approved the sale by roll call; the motion carried with an aye vote from members recorded during the roll call. Staff said the buyer’s loan was preapproved and that Dubinsky intends to incorporate the parcel into his existing property rather than build separately.
The sale transfers the parcel from the RDA to a private owner; the authority did not discuss any immediate redevelopment plan for the lot beyond Dubinsky’s stated intent to combine it with his property.
