The City of Oshkosh Plan Commission voted 6-0 to approve a variance permitting closure of a front door and replacement windows at 1922 Mitchell Street, adopting staff findings and conditions.
Staff told the commission the lot is approximately 13,700 square feet and in the SR9 zoning district. The owner first applied for a design standard variance in August 2024 and was denied on Oct. 15, 2024; staff continued to work with the applicant. The work before the commission included removal of a sliding patio door and replacement with two windows, which reduces total glazing on the front façade, and closing a separate front door with a plan to replace it with a new door of the same size and location. Staff noted the replacement windows result in a variation greater than 10% but that the proposal would meet the 25% window and door opening requirement for the front façade.
Staff also reported the owner had already re‑sided a portion of the home, creating a mismatch; the siding mismatch is not included in this DSV request because staff was told the applicant intends to obtain permits to re‑side the remainder of the house. Staff said if the mismatched siding is not addressed, normal code enforcement procedures will follow. Miss Davie asked about a timeline for siding replacement; staff confirmed a one‑year requirement appears in the conditions.
No applicant or public speakers appeared during the public comment period. The commission adopted staff findings and conditions by roll call: Council Member Nichols (aye); Mister Bellville (aye); Miss Davie (aye); Mister Willenstein (aye); Vice Chair Keefer (aye); Chairman Carey (aye). Motion carried 6-0. Staff will monitor compliance and enforce code requirements if necessary.
