The Oshkosh Common Council on March 11 approved Ordinance 25-101, amending the municipal code governing boat launch permits and how they are displayed. City staff outlined how the change will be communicated and how the city will handle purchases and enforcement.
Ray, a city parks/events staff member, told the council the city will post notices on its social media accounts and tag local media and other departments to reach users. He said season-pass purchasers who buy at department offices will receive a sticker and instructions about where to place it; purchasers at electronic pay stations receive a receipt valid for two weeks and must come to the parks office to collect the sticker. Online purchasers also receive receipts; staff monitor transactions and reach out to purchasers to arrange sticker pickup.
On enforcement, Ray said boat rangers typically issue a warning for a first offense rather than immediately ticketing. Council members asked for clarity about how the city will handle incorrect sticker placement and staff confirmed a person who receives a ticket may come to the office and show proof of purchase to seek remediation.
The ordinance had first been discussed with the council and the advisory parks board recommended approval. The vote on the ordinance was recorded as carried 7-0.
