Plan Commission approves Sunnyview Expo Center expansion and sign, lighting, parking waivers

The Oshkosh Plan Commission on Jan. 21 approved amendments to the general development plan and specific implementation plan for the Sunnyview Expo Center and Winnebago County Fairgrounds at 500 E. County Road Y, authorizing expanded parking and camping areas, new signage and electronic message centers (EMCs), and modifications to lighting and landscaping requirements.
The applicant (Rutler Corporation on behalf of Winnebago County Parks Department) proposed reconstructing and expanding the main paved parking area from roughly 600 stalls to a paved 690‑stall lot, adding gravel parking north and west of the paved area, expanding a southern gravel lot, and reconfiguring the main entrance drives. The SIP previously included a BSM to allow gravel parking; the amended proposal retains and expands gravel areas where code normally requires paved surfaces, and staff supported the request as appropriate for camping and large outdoor events.
Staff also supported several other BSMs: allowing the paved parking without interior landscaping islands (so tents and event equipment will not be obstructed), permitting four ground signs (one per entrance) and multiple EMCs where code typically restricts signs per frontage, and reducing setback distances for certain signs to improve visibility for event traffic. Staff recommended landscaping mitigation — 25 shrub landscaping points around each sign and a requirement that 125% of required landscaping points be provided to offset landscaping waivers.
On lighting, the applicant requested a reduced minimum foot‑candle level in interior gravel areas and higher light‑pole mounting at 31 feet where the institutional district maximum is 20 feet. Staff recommended and supported the lighting reductions and increased pole height to match existing site conditions and to provide adequate illumination for large events.
During the public portion there were no speakers. One commissioner raised environmental concerns about asphalt sealants; staff noted materials and construction specifics are subject to contractor practice and city code. The commission adopted the staff findings and recommendations and voted 7–0 to approve the GDP/SIP amendment and related BSMs, subject to the landscaping and other conditions in the staff report.
The approvals are intended to support camping, the county fair and music events by improving wayfinding, accommodating large vehicles and trailers, and expanding parking and camping capacity across the Sunnyview campus.
