Plan Commission approves 18-lot final plat for former Washington Elementary site

The Oshkosh City Plan Commission on Feb. 19 approved the final plat to convert the former Washington Elementary School property at 929 Winnebago Avenue into an 18-lot single-family subdivision.
City staff said the city purchased the 2.8-acre parcel from the Oshkosh Area School District in September 2024 and that the site will be cleared (the school is scheduled to be razed this winter) and redeveloped for single-family housing identified in the Oshkosh housing plan. The plat proposes 10 lots fronting Winnebago Avenue and eight lots on School Avenue and meets SR-9 district dimensional requirements. The proposed density is 6.4 units per acre, below the SR-9 maximum of nine units per acre.
Engineering and public-works reviews show city water, sanitary sewer and storm sewer are available on both streets; grading, drainage and paving restoration plans must be approved before council action. Staff said there are 26 terrace trees already adjacent to the site; as a condition of plat approval the city forester will determine final street-tree species and locations for lots lacking terrace trees. Instead of land dedication for parkland, the city will pay a fee in lieu of $400 per lot, totaling $7,200.
A motion to adopt the staff findings and recommendations passed unanimously, 6-0. Staff noted the Oshkosh Area School District was notified and did not raise concerns about accommodating any change in student population. City staff will continue with civil-plan reviews and any ministerial approvals required before building permits and construction.
