Oshkosh RDA removes hatched area from South Shore redevelopment boundary, moves it toward Sawdust District

The Redevelopment Authority of the City of Oshkosh voted to amend the boundary of the South Shore Redevelopment Area, removing a hatched area near the lake and clearing the way for those parcels to be included in the new Sawdust District redevelopment area.
At a public hearing before the vote, Tim Macho of 701 West Fourth Avenue, who said he is running for county board, spoke on behalf of nearby residents. Macho said neighbors are concerned about potential loss of homes and want to be involved in planning. Staff said property owners within the proposed boundary had received mailed notices and the city hosted an open house to explain potential impacts.
City staff and RDA members explained the purpose of redevelopment areas: a redevelopment plan does not compel owners to sell or allow eminent domain, but it creates tools the city can use when properties are offered for redevelopment, including options for rehabbing or assembling parcels. Staff said the South Shore plan dates to the early 2000s and that redevelopment work is long-range, often taking decades.
Board members asked staff to clarify why the specific area was being removed from South Shore. Staff said the hatched area matches the boundary established during the Sawdust District master plan and the amendment prevents overlapping redevelopment areas, which is not allowed.
After closing the public hearing, the RDA moved and seconded the boundary amendment (file 24-05). Roll-call votes recorded Lasky, Shireman, Hutchinson, Panick, Belter and Newgauer as voting "Aye." The motion carried.
Staff emphasized that property owners retain their rights; redevelopment tools are available only when a property transitions to a new use. Staff also described outreach steps: mailed notices to property owners, an FAQ and an open-house meeting, and additional engagement tied to any future rezoning or project applications.
The RDA’s action reassigns the hatched parcels from the South Shore Redevelopment Area to the Sawdust District boundary, enabling staff to pursue the Sawdust District project plan next.
