The Oshkosh City Advisory Park Board unanimously recommended the Common Council approve placement of a commemorative plaque on a boulder at Pickard Park, a neighborhood park created through subdivision requirements on East Ninth near Claireville Road.
Park visitors Mary Palasinski and Paul Pickard, who identified themselves as granddaughter and grandson of the family that established the farm in 1912, presented historical background and a draft plaque to the board. They said the plaque is intended as a neighborhood memorial so residents of the Pickard Estates subdivision understand the site’s origin.
Ray, a Parks Department staff member, told the board the park is about 1.5 acres, that the plaque would sit on an existing boulder on park property and that the placement requires Common Council approval. The board discussed existing park plaques and historic signs elsewhere in the city and noted this treatment is consistent with prior small memorial plaques.
A motion to recommend approval was made and seconded; a roll-call vote recorded the recommendation as carried 5-0. Staff said the recommendation will be forwarded to the Common Council for final action.
