Council approves updated Harbor Management Plan to guide waterfront work

The Newport City Council voted to approve a revised Harbor Management Plan aimed at coordinating waterfront use, public access and commercial activity on the city’s harbors.
Harbor Master Steve Land and Waterfront Commission Chair David Cain presented the document and said it updates a plan that had not been comprehensively revised in more than a decade. Officials said the new plan aligns harbor goals with the city’s comprehensive land use plan and transportation master plan and establishes a process for regular updates: the plan will be revisited roughly every 18 months to add or update objectives.
Councilors thanked the harbor master and commission for the plan’s breadth and for integrating regulatory review by the Coastal Resources Management Council. The plan includes sections on public access, commercial and recreational uses, open-space protections and technical goals for navigation and moorings.
The council approved the plan by voice vote.
What’s next: Implementation steps and any project endorsements will be routed through the Waterfront Commission and relevant city departments.
