The director said finance committee members asked additional questions about Willow’s long‑term commitment to using the barn and that, since construction funding has not been approved, "it doesn't make sense to approve hiring the architect to design a building that we don't have the funding approved for." The director recommended holding the amendment until funding details are resolved.
Alder DeLee moved to hold the contract amendment and Alder Wery seconded; the committee voted to hold the item indefinitely. Staff said the item will be brought back for discussion when funding decisions for the barn are finalized.
The committee record shows the hold is procedural: no contract work will proceed until funding and the related commitments are clarified and the committee/council reconsiders the amendment.
