Improvement and Service Committee approves downtown sign permit and several public-works contracts

The Improvement and Service Committee of Green Bay approved a revocable occupancy permit for a downtown business and awarded several Public Works contracts at its March 12 meeting.
City staff told the committee that Black Saddle, at 21 North Washington Street, requested a wall-mounted sign and an awning encroaching over the right-of-way. Staff recommended approval subject to execution of a hold-harmless agreement and submission of required insurance; the committee approved the request by voice vote and staff said it will add ordinance language to make clear revocable occupancy permits are handled at the staff level and that appeals would come to the committee when a permit is denied.
The committee also authorized multiple contracts and staff-level awards. Staff explained technical details of ramp repairs and requested authority to award a routine precast concrete ramp repair contract at 225 Pine Street at the staff level and then report the award at the next Improvement and Service meeting because of timing. The committee granted that request by voice vote.
For larger contracts that came to the committee for formal award, staff recommended the low responsive bidders: Western Construction Group for parking ramp repairs at a bid of $598,150; Zenith Tech Inc. for rehabilitation of the Seventh Street bridge deck at $173,419.20; and Peters Concrete Company for the Finger Road sanitary sewer and water-main extension at $422,866.55. Staff said the Seventh Street bridge (built in 1968) needs a concrete overlay and approach replacements and estimated the work could be complete by about August. The Finger Road work will extend sewer and water to Northview Road near the city limits and serve the Drop Forge project and other future development, staff said. The committee approved each award by voice vote.
Staff said funding for the ramp and bridge work is available in the city's capital accounts and that the Finger Road project has funding in place. A separate packet table included a bid summary showing six bidders for the parking-ramp project, which staff described as unusually competitive.
The committee received a report of actions taken by Public Works (sidewalk and tree/brush work) and voted to place that report on file. The committee's next Improvement and Service meeting is scheduled for April 9; the committee chair said the items considered at the March 12 meeting will go to the full Common Council the following Tuesday.
