Council suspends rules and adopts most ordinances in a single roll-call; several items held for later review

At the start of the meeting the Green Bay Common Council voted to suspend the rules to take up multiple ordinances with a single roll-call vote and then adopted the grouped ordinances with exceptions and several items held for further consideration.
A motion to suspend the rules and consider a set of ordinances together was made by Alder Prophet and seconded by Alder Hinkfuss; the council approved the suspension and then proceeded with a single roll-call vote on the bundled ordinances. The council adopted the ordinances taken in that omnibus vote, with the explicit exceptions of items the body then described as 3, 4 and 8 (which were later discussed and some held).
Separately during the meeting councilors approved committee reports, appointments and reappointments by voice vote; the Redevelopment Authority report, Improvement in Services, Protection and Policy Committee and Planning Commission reports were all approved as presented with specific items pulled for separate consideration where noted. Where members requested separate consideration, the council addressed those items and in some cases moved to hold them until April 15 to allow additional discussion (notably multiple zoning and planning items).
Ending: The bulk-adoption conserved council time and advanced most of the day's legislative business; multiple zoning/planning items were held or moved to later readings to permit added staff or public input before final adoption.
