Council approves engineering addenda for Elm and Ann Street pier projects; Elm preconstruction scheduled

The City Council approved two engineering contract amendments to support planned pier projects.
For the Elm Street Pier, the council approved a contract addendum with FR Engineering Group (Warwick) not to exceed $55,000 to provide construction observation and administrative services during the pier repair/replacement project. Harbourmaster Steve Land explained the original $55,000 contract covered demolition and permitting; the addendum covers on‑site construction observation to ensure work is built to the plans. Land said a preconstruction meeting was scheduled for the following morning and construction was expected to begin in early February with a probable completion by early June.
The council also approved an addendum to the FR Engineering agreement for the Ann Street Pier extension in an amount not to exceed $50,000 to perform subsurface investigation and contract‑level design assistance. Staff said the Ann Street work will advance once a grant application is awarded (expected in April) and that pier construction for that project will likely occur in winter 2026–27 because of the lead times on concrete dock elements.
Councilors asked why the engineering sums were additive to prior approvals; staff said the earlier actions funded design and demolition/permitting work and that the addenda fund required construction‑phase observation and subsurface work. The items passed on voice votes.
