Council delays rezoning of 500 Day Street after Georgia Pacific says sale talks are ongoing

The Green Bay Common Council on Tuesday postponed action on zoning changes affecting the 500 Day Street property after Georgia Pacific told the council it was negotiating with potential buyers and asked for more time.
Chris Brennan, public affairs manager for Georgia Pacific's Green Bay operations, told the council the company had received "best and final offers" and was "actively moving ahead with negotiating contract terms." He asked the council to delay rezoning while the company and any potential buyer develop an appropriate plan. "Our ask is that the common council delay this rezoning decision until the city can develop an appropriate plan with a potential buyer," Brennan said.
Speakers at the public hearing included business representatives and public commenters who disagreed about the appropriate future zoning: Brad Piett of the Fox Valley and Lake Superior Rail System recommended light industrial as a buffer to heavier industry, saying the city's staff report noted industrial uses adjacent to the site and that downtown zoning could limit some industrial uses.
City staff explained that the site is a single legal parcel and that the city cannot unilaterally subdivide it for separate zonings without a legal description created by the property owner or a surveyor working with the owner. Director Renier Wade said the city has been "upfront" that the property is a single parcel and that any division to create a northern light-industrial portion would require the owner or a future developer to provide a legal description or survey.
After discussion, Alder Proffitt made a motion to adopt the downtown zoning as presented; Alder Johnson then moved to hold the item. Council voted to hold the zoning matter until April 15 to allow the city and property owner to continue discussions and, if needed, develop parcel legal descriptions and additional conditions.
Ending: The rezoning for 500 Day Street is tabled to April 15; city staff and Georgia Pacific will continue dialogue and the council asked for updates ahead of that meeting.
