Green Bay parks committee approves land swap with school district including MacArthur School demolition

The Green Bay Parks Committee on March 12 approved a proposed property exchange with the Green Bay School District that would transfer 6.85 acres of school land to the city while the city transfers 10.24 acres to the district, and that includes the district’s agreement to demolish MacArthur School as part of the transaction.
Parks Director said, "the school district would donate 6.85 acres of school land to the city, and the city would donate 10.24 acres of land to the school district," and noted the district’s commitment to demolish MacArthur School as part of the trade. The director added that demolition carries a significant value that factors into the acreage disparity.
The memorandum included a conditional clause: if tax-increment financing (TIF) funds are used to pay for demolition, the district would donate an additional 2.5 acres from Wilder School to the city. The Parks Director told the committee that after review with the finance director, there is currently no incremental value in that TIF district because it is newly created; "the odds of us putting that bullet point into effect is slim to none," the director said, but staff left the clause in the draft contract to cover the possibility.
Committee members said the maps and acreage calculations were included in the meeting packet. Alder DeLee moved the motion to approve the exchange and Alder Presley seconded; the committee approved the item by voice vote.
The committee’s approval will be forwarded to the Common Council for final action. The Parks Director said the committee’s recommendation will be part of the council packet for the March 18 council meeting.
Notes and next steps: staff will incorporate the conditional TIF clause into the contract drafting if TIF money becomes available, but city staff told the committee no TIF increment exists now. Any final transfer and demolition timing will depend on the contract language and subsequent council approval.
