Finance committee approves TID amendment to replace turf at Bruce Stevens Field

The Madison Common Council Finance Committee on March 20 unanimously approved an amendment to the project plan for Tax Incremental District No. 36 (Capital Gateway) to pay for removal of old turf and installation of a new playing surface at Bruce Stevens Field.
The amendment, recorded as Legistar 86,995, directs TID funds to the turf replacement project and associated site work and maintenance equipment as needed. The committee recorded a unanimous vote in favor after brief discussion of scope and a request that staff edit the fiscal note to remove a confusing reference.
Committee members pressed Parks staff on the status of other planned improvements at the site. CJ (Parks Department staff) told the committee the city did not receive a State Department of Administration grant sought for women’s soccer improvements and that no alternate funding source has been identified for those additional features. CJ said the department has been performing smaller maintenance work since a 2017 facility improvement plan, including repairing leaking areas and gates, and will provide a more comprehensive update to the Board of Park Commissioners.
Alder Rummel moved adoption of the TID amendment; a second was recorded and the committee approved the measure unanimously. During discussion, Rummel asked that the finance department remove from the fiscal note a phrase referencing legislative file 82711 that she said had confused constituents. Finance staff said they would review the request and take it under advisement.
Committee members noted the turf replacement is intended to maintain an active, rented public recreation facility and that the previously purchased field is past its useful life. The committee recorded the action as a funding reallocation within the TID; no new projects beyond the turf replacement were authorized by the recorded vote.
The committee did not take any separate action on proposed women’s soccer facility upgrades pending identification of a funding source.
