Transportation Commission approves consent contracts, signal priorities and several resolutions

The City of Madison Transportation Commission voted unanimously to approve its consent agenda, recommend action on a WisDOT environmental assessment, adopt a prioritized list of future traffic signals and accept the Department of Transportation annual report during a virtual meeting that included a public comment on a separate resurfacing project.

The unanimous approvals came by voice/unanimous-consent votes after staff presentations and limited discussion; the minutes from the previous meeting passed with one abstention. The commission used consent procedures for routine contract items and reserved discussion for projects that carried policy or design implications.

The commission approved two consent-agenda items: authority for the city to execute agreements with inner-city bus providers and a competitive-service contract with AECOM Technical Services for the Prairie Street Overpass Reconnecting Communities project. Both items were presented on the consent agenda and carried by unanimous consent.

On a separate resolution concerning the Wisconsin Department of Transportation(WisDOT) environmental assessment for the North Stoughton Road project, the commission voted to recommend that the Common Council ask WisDOT to retain the westbound left-turn from East Washington Avenue onto Schmideman Avenue, and to preserve the existing marked crosswalk and rectangular rapid flashing beacon (RRFB), with the understanding that future traffic conditions could require partial signalization. The commission approved forwarding that recommendation to the Common Council by unanimous consent.

Staff presented the annual traffic-signal priority list and explained that three intersections studied met the criteria for signal installation (including the West Washington/Southwest Commuter Path crossing) and recommended adding them to the city's priority list. After technical discussion about alternatives such as roundabouts and retrofit costs, commissioners approved the prioritized list as presented.

The commission accepted the Department of Transportation's annual operations report, which staff said documented trends since COVID-19, ridership increases on the new East-West Bus Rapid Transit route and capital accomplishments including the Hansen Road satellite facility. The report showed Metro Transit's annual operating budget at about $77.4 million and Madison's municipal contribution at 23.8 percent; commissioners voted to accept the report unanimously.
