The Madison Common Council on March 11 adopted the Sauk Creek Corridor conceptual plan and added council language instructing designers to minimize riprap bank stabilization and favor more nature‑based, bioengineering techniques where feasible.
City staff described the corridor plan as a high‑level, community‑informed framework intended to narrow a broad set of engineering options and guide more detailed design, permitting and budgeting. The engineering team said the corridor encompasses about 1.1 miles of largely unmaintained stormwater and greenway land, where past poorly placed or unmaintained infrastructure has contributed to erosion and channel instability.
Speakers at the meeting included Dr. Faith Fitzpatrick, a hydrologist and geologist who opposed parts of the preliminary conceptual plan. She urged the city to prioritize floodplain forest function, in‑channel geomorphic responses, and techniques that slow, filter and cool stormwater to meet total maximum daily loads. City engineering staff replied that the conceptual plan was intentionally broad so it could incorporate community values and that staff would continue to consult technical experts during detailed design.
Councilmember amendments added a final whereas clause directing that the design phase minimize riprap bank stabilization and use environmentally sensitive, nature‑based solutions where feasible. Staff said the plan included flexibility to evaluate such approaches in more detail during subsequent design phases and that each design phase would return to council for approvals and further review.
Council members from the affected districts emphasized downstream water‑quality benefits and noted the high level of staff engineering work already invested in the plan. The motion to adopt, as amended, was recorded without objection in the meeting minutes.
The plan adoption launches a multi‑phase process: refine design options, perform permitting and archaeological review where needed, identify costs and funding sources, then advance construction phases with council and board approvals.
