El Campo council approves special-use permit for Jackson Street tire and mechanic shop with conditions

The El Campo City Council voted to approve Ordinance 2025-05 on March 20, allowing a special-use permit (SUP2025-02) for a proposed tire and mechanic shop at 1102 West Jackson.
Crystal Hasselmeyer, the city’s planning director, told the council the business would operate as Jackson Street Tire Mechanic Shop in a currently vacant structure on a 0.3893-acre lot. Hasselmeyer said a lease was under discussion pending the council’s decision and that the business proposed Monday–Saturday hours from 8 a.m. to 5 p.m.
The Planning and Zoning Commission recommended approval with conditions. Council-imposed conditions adopted in the ordinance include: all automotive work must be performed inside the building (the commission clarified it did not want a closed-door requirement because of summer heat and ventilation concerns), no tires, parts or tools stored outside overnight or visible from the street, a limit of one stack of up to five tires and no more than two feather flags (both must be removed when the business is closed), and no parking or storage of vehicles on site for longer than 48 business hours.
Hasselmeyer noted the building has two bays visible from the front and three bay doors at the back; councilmembers questioned whether the awning area should be considered "inside" for the purpose of performing work and were told the city treats awnings as outside unless the ordinance is edited to state otherwise. Council discussion also touched on whether future SUPs should include sunset or renewal provisions; staff said the SUP standards can be amended in the city’s ordinance if the council directs staff to do so.
The council moved to approve Ordinance 2025-05. A councilmember said “I abstain. I cannot vote on this one” and indicated a conflict-of-interest form would be completed; the motion passed with the abstention recorded.
The council’s approval was accompanied by staff direction to enforce the conditions included in the SUP and to consider standardizing similar conditions for future auto-related SUP requests.
