The Aransas County treasurer presented the December 2024, January 2025 and February 2025 treasurer’s reports and the fourth‑quarter investment report. The treasurer said total cash and investments were in the low‑$30 million range across funds, with about half held in investment pools and the remainder in depository bank accounts depending on cash flow needs.
The treasurer reported investment pool yields in the 4%–4.5% range and noted bank deposit rates had risen (bank rate example rose from 0.4% to 1%), and that most agency bonds in the portfolio had been called or matured. Commissioners asked about several fund balances and entries that temporarily showed negative numbers at the bank; the treasurer explained those were fund level reclassifications and that money was available once posted and moved appropriately.
Commissioners also discussed proposed legislation that could require counties to invest only in state‑administered pools (revisiting the historical TexPool model); the treasurer and commissioners said they would monitor the bill and consider drafting a resolution opposing any change that would reduce local investment flexibility.
All reports and investment summaries were accepted on unanimous votes; staff agreed to provide additional documentation if the court wanted a model letter or resolution for the legislature.
