Council approves $420,027 contract to build Rec Park pickleball courts; donors provided majority of funds

The Galena City Council approved a $420,027 contract to install new pickleball courts and relocate the existing volleyball court at Rec Park, following several public comments in support and council discussion about funding and noise mitigation.

Supporters described pickleball as an inclusive, low-impact amenity that draws players of all ages and can be a community asset. Speakers said the community raised donations and committed local funds; speakers and council discussion reported roughly $119,924 in donations on hand and additional pledges. Project proponents said additional donations and fundraising efforts continue and would reduce the city’s net contribution.

Bids for the project were presented as part of the packet. The contract considered at the meeting included the installation and site work, and bidders had priced fencing that would allow future installation of acoustic curtains for sound mitigation. During council discussion, the project presenters and bidders confirmed the base contract includes a fence that can support future acoustic panels; separately, hanging acoustic panels would cost additional amounts and labor that were identified in the discussion.

Council members debated the appropriate use of the city’s general-fund carryover. Several members supported using city funds to cover furnishings or a portion of the project cost; others raised concern about prioritization against other projects and budget constraints. The project team and supporters said they had raised funds and that if more donations were received, the city’s share would shrink.

After discussion and questions about bid deadlines and late modifications, council called the roll and approved the contract. The contract award directs staff to proceed with the project under the approved bid; staff will return to the council if the city’s financial share changes or if donors alter pledged amounts.
