The Kingston Select Board reviewed a draft operating plan for the Kingston Collection Center required by New Hampshire Department of Environmental Services (DES). Staff said the town already holds an operating permit but the revised operating plan and any permit amendment are contingent on the state signing the collection site lease.
Public Works representatives told the board the operating plan document should be on-site when the facility is operating; most changes remaining are editorial (facility name consistency and phrasing). The town leases the property from the state dam bureau, and officials said they are awaiting the signed lease to proceed with an amendment to the permit.
Board members asked that any staff certifications be retained in the on-site binder and also be filed in employees’ personnel records; staff agreed to reconcile wording and bring a final version back for signatures. The board instructed staff to return a clean copy for signatures (not marked “draft”) and to continue coordination with DES and the dam bureau on the lease and permit amendment.
Why it matters: The operating plan is a regulatory requirement for the safe operation of the municipal collection/recycling center and must be on-site for inspections and compliance.
No vote was taken. Board members asked for a revised draft and agreed to revisit the item on the next meeting agenda.
