Council accepts $400,000 private pledge for downtown plan and applies for WEDC grant to light pedestrian bridges

The Common Council voted Dec. 16 to accept private sector gifts supporting a downtown master plan and planter project and to approve a state grant application for streetscape lighting.
Jess, presenting for the city, said a group of private sector leaders earlier committed $400,000 to the downtown master plan and planter project; the city previously committed $100,000. The resolution accepted funds received to date and authorized automatic appropriation of additional designated donations as they arrive. Jess said donors also agreed to purchase fall mums and to cover watering costs; they will split costs of winter greens with the city.
Separately, Jess described a Wisconsin Economic Development Corporation (WEDC) Vibrant Spaces grant application the city will submit for up to $50,000. The proposal would illuminate two pedestrian bridges year‑round (exterior and walkway lighting, with color‑changing options) and add festoon and bollard lighting in Vest Pocket Park to improve safety and activate a connector between the Riverwalk and Main Street. Jess said the application scores better because the city can demonstrate matching funds from TID and Riverwalk budgets.
Council approved the resolution to accept the private funds and the resolution authorizing the WEDC application. Mayor and aldermen thanked downtown volunteers and staff for the beautification work.
