Staff explained the selection process: SEH (Short Elliott Hendrickson) assisted the city in interviews of three finalist firms — C.D. Smith Construction, Findorff, and Scherrer (as recorded) — and the selection committee recommended CD Smith based on proposals and proposed fees. Staff said contract documents were not finalized at the time of the meeting and would be completed by administration and the city attorney in the following days.
At the meeting a council member noted the fee structure: the committee had asked firms to base their fee on a project construction cost estimate of $76,000,000 for the fire station; the selected firm’s fee was stated in the meeting as "967 and $952" for the construction (transcript wording). Staff committed to finalize the contract and provide the final contract documents to the city attorney and administration.
Councilors voted in favor of the award by voice vote; staff will return finalized contract documents to complete execution.
