Council approves plan change and rezoning for 18-acre site; refers Wingate Street vacation to Plan Commission; adds annexed property to Ward map

Comprehensive plan change and rezoning — 18 acres: On second reading the council approved a comprehensive plan change and rezoning affecting approximately 18 acres on the north side of County Trunk Highway NN west of U.S. Highway 45. The change to the comprehensive plan (item 10) and the rezoning (item 11) — which moves the parcel from M‑3 Planned Business Park District to RS‑4 Single‑Family Residential — each passed on second reading with a 7–1 vote. Wingate Street vacation referral: The council voted to refer to the Plan Commission a proposal to vacate the westerly portion of Wingate Street (transcript alternately refers to "750 square feet" and "westerly 750 feet") to facilitate redevelopment and construction of a consolidated We Energies campus behind the Piggly Wiggly. Department of Community Development staff said the vacation would create a cul‑de‑sac and allow We Energies to combine properties for a single campus; staff said We Energies will build the proposed cul‑de‑sac, terminate the water main at the cul‑de‑sac with a hydrant, and that sanitary and storm infrastructure in that section would likely become private if vacated. The council voted to forward the item to Plan Commission; staff said a preliminary resolution, neighborhood notices and a future public hearing will follow (anticipated in March or April). The council also noted that utility coordination and construction costs are expected to be part of an agreement with We Energies.

Taken together, the actions advance both specific development proposals and the city’s ward map following a recent annexation. The plan and rezoning votes (items 10 and 11) recorded 7–1 tallies; the Wingate Street vacation was referred for Plan Commission review and public hearing.
