Developer presents concept plan for business-condos and storage buildings; staff offers design feedback

Brake and Equipment presented a conceptual site plan to the Plan Commission on Jan. 7 for business-condominium units and cold-storage buildings on the northwest corner of West Progress Drive and Sylvan Way. The developer’s representative, Mark Herzfeld of Design 2 Construct, said the concept had been revised after city comments to split larger storage buildings into smaller modules so exterior doors could be internalized and facades improved.
Staff said the revised concept addresses previous concerns and would allow the developer to reduce fencing and provide a more attractive streetscape. "That allows us to reduce the amount of fencing, which also will make the site look a little nicer," Herzfeld said during the presentation. Staff called the overall concept acceptable while identifying minor items—landscape placement and façade treatments—that will be addressed during site-plan review.
Commissioners noted the location is a transitional area between commercial and lighter industrial uses and that the proposed smaller multi-tenant building and storage buildings were consistent with surrounding development. No formal vote was required or taken on the concept plan; the developer was advised to return with refined site-plan materials that address landscaping, aesthetics and fencing details.
