The City of West Bend Plan Commission voted March 4, 2025, to approve a site plan for a 7 Brew Coffee Shop to be located on a vacant parcel south of 1606–1608 South Main Street owned by Brixmore Paradise Pavilions LLC.
Staff reported the proposed project meets B2 zoning requirements for the site, has approved stormwater management, and is designed to drain to the north and east, discharging into the city storm sewer system. The plan provides 34 standard parking stalls and two barrier-free stalls, and staff said there is adequate drive-through stacking for the proposed operation. The developer requested an exception for an oversized driveway; engineering reviewed the Transportation Impact Assessment (TIA) and staff said it did not object to the exception. The commission voted to approve the site plan with conditions listed in the packet.
Staff asked the developer to revise striped pavement areas on the east and west sides of the site to create landscaped islands and to adjust the landscaping plan; staff said they would work with the developer to finalize those changes. Building elevations show a lower-level façade and a metal canopy covering both a cooler and the drive-through lane; proposed signage appears on the north, south and east sides and staff said it is consistent with city design standards.
Why it matters: Approval allows the project to proceed to the next permitting and construction steps subject to the packet conditions and final engineering sign-offs. The oversized driveway exception and landscaping revisions are conditions that staff will resolve with the developer before final permits issue.
Meeting note: The site-plan discussion followed the CSM item. Commissioners asked one question about an area north of the parking stalls that staff confirmed will be converted from pavement to green space. The motion to approve passed by voice vote.
