Milford City Council authorized an agreement enabling DelDOT to pass $90,000 in Community Transportation Fund (CTF) grant money to the Carlisle Fire Company, with the city serving as the municipal sponsor and conduit for the grant.
Rob Pierce explained the standard arrangement: DelDOT allocates $90,000 to Carlisle under the CTF program, but volunteer fire companies cannot be direct recipients of CTF awards. The city serves as sponsor, accepts the funding and transmits it to the fire company under an agreement that shifts procurement from state purchasing rules to the city’s procurement procedures. Pierce told council there is no fiscal risk to the city in serving as sponsor; the funding will support equipment purchases that expand the fire company’s emergency capabilities.
Council authorized the agreement on a voice vote; the recorded outcome was seven in favor and one abstention. One council member said on the record that because they are an apprentice member of Carlisle Fire Company they would not vote on the item. Staff said they would proceed with purchasing under city procurement rules and with state contract vehicles where applicable.
Council took the vote after staff confirmed the arrangement does not obligate the city to ongoing costs and simply allows the grant to be processed and equipment ordered.
