Milford contractor tells council he has not been paid for Hawthorne Backwater Drive paving

Jim Reid, a contractor who said he lives in Milton, told the Milford City Council on March 10 that he has not been paid for paving work on Hawthorne Backwater Drive and asked the council to act to resolve the payment dispute.
Reid said the original paving work began and ended in July, and that he participated in a May 20 walk-through with “Mr. Putekum.” He said the punch list items were completed but the final compaction testing either was not done or could not be completed within the 48-hour window he said is required.
"It's not something that needs to be stretched out. It needs to be over with. I would really love to see the result happen," Reid said. He added, "I would like to get paid for it. I've never been paid."
Reid told the council he has been in the paving business for about 40 years and that the roadway itself remains in place. He said a compaction test administered days or weeks after paving will not provide the same result as a test done immediately after placement, and that another company had only provided a paper opinion rather than on-site verification.
The remarks came during the meeting's 15-minute public comment period. Council members did not respond during the public comment portion; the council closed the public comment period and moved on to the published agenda.
