The Auburn City Council approved revisions to the city’s plumbing and drainage rules that will allow residents to perform simple fixture replacements without hiring a master plumber and will remove hardcoded fee amounts from the code, deferring those to the annual budget process.
The resolution cites Article 4 of the New York State General City Law as the statutory authority for the city’s plumbing board to set rules. City staff said current language effectively prevented a resident from replacing a toilet without a master plumber; the update removes that barrier for routine fixture replacements and clarifies fee references so that the schedule of plumbing fees is maintained in the city’s budget rather than fixed text.
Councilor Clarko sponsored the resolution; Councilor Cuddy seconded. Mr. Johnson (city staff) said the changes respond to constituent concerns about the cost and logistics of requiring a master plumber for minor work and will make compliance simpler for homeowners.
The clerk was directed to post the updated rules and regulations on the city website and the rules take effect March 20, 2025.
