Jennifer Bradley, air permit engineer for the air quality division, told the board the revisions are a comprehensive code update to make county rules consistent with state rules, as required by Senate File 558. She said staff worked with the Department of Natural Resources over roughly a year and a half and that the major changes include standardizing construction-permitting exemptions and changing the opacity standard from 20% to 40% to align with state code. Bradley said the changes are necessary to maintain Polk County’s program approval with the state.
No members of the public spoke in opposition. The board voted on a resolution proposing the amendments and directing the auditor to publish notice for a second public hearing on April 8, 2025; the roll call recorded unanimous support.
