The Avon Advisory Plan Commission on March 24 approved a waiver and the preliminary plat for MAP‑P‑25‑01, clearing the way for a proposed Ray Skillman Mazda dealership at the southeast corner of U.S. 36 and County Road 900 East and reserving additional commercial parcels to the south.
Town planning staff and the petitioner described a site constrained by existing drive approaches on U.S. 36 and the need to protect required separations from public intersections. Engineering and public‑works review supported locating a single full‑access driveway on County Road 900 at the site recommended by staff rather than aligning two driveways with existing drives across 900, the petitioner’s engineer said. The commission granted a waiver to the UDO separation requirement so the proposed drive layout could meet separation from the US‑36 interchange while allowing the site to be developed.
Derek Snyder, engineer for Crossroad Engineers speaking for Ray Skillman Realty, said the previous final plat (2015) was never recorded and that the current proposal carves the property into Lot 1 (proposed Mazda dealership), Lot 2 (existing collision center) and two blocks for future commercial development, plus a larger, shared detention pond.
The commission approved the waiver request (allowing the driveway separation variances on County Road 900 and Kingston Street as described in the staff report) and subsequently approved the preliminary plat subject to standard plat conditions. Public‑works staff supported the recommended drive location and the town will require right‑of‑way dedication for the Kingston Street extension to the property line for future connectivity, the petitioner said.
The approvals permit recording a preliminary plat that creates the taxable parcels; development, building permits and curb cuts will require subsequent approvals and state approval for any work adjacent to U.S. 36.
